Why doesn't my dog eat all his food at once?

They should be getting enough calories to help them grow into adult dogs, but not too much all at the same time. Puppies may not be eating for a few reasons. Some of those reasons are due to pickiness, loving treats, there's a distraction or a distaste of the food.
